Oregon and Washington offer utility rebates and state/federal tax credits for qualifying insulation, window, and roofing upgrades. Energy Trust of Oregon and local utilities (PGE, PSE) have active programs. For example, as of 2026, Washington residents served by NW Natural can save $10 per square foot on highly energy-efficient windows when installed by an Energy Trust Trade Ally Contractor like Neil Kelly.
